The United Nations special envoy to Libya, Martin Kobler, said that Khalifa Haftar doesn’t have an army but a group of dissonant groups of Gaddafi army remnants, foreign volunteers, tribal forces, and other French and American forces on the ground.
Kobler told Le Journal du Dimanche that the only exit is that all armed groups understand that they have no future outside a unified body under the Presidential Council (PC) headed by Fayez Al-Sarraj to reach arms and defeat the Islamic State group (IS).
He stressed that all efforts were directed towards forming a unified army from the east and west of Libya, noting that Haftar must hold a significant role in this body.
Concerning the fight against the IS, Kobler said that it was the Libyans’ fight that they should enter it solely with a unified army after stopping the infighting.
Kobler said, on Tuesday after meeting the French Foreign Minister, Jean-Marc Ayrault, in Paris, that Libya has made significant progress as the Government of National Accord (GNA) managed to strengthen its control over the Central Bank and the National Oil Corporation.
Ayrault said that rebuilding the Libyan army is of the main challenges ahead of Libya, noting that a command unit must be formed to direct the fight against the IS.
